1. I have examined the accompanying Ordinance intituled an
Ordinance for the promotion of the health, safety, convenience
and general welfare of the community by making provision for
the systematic preparation and approval of plans for the
future lay-out of existing and potential urban areas as well
as for the types of building suitable for erection therein.
A print of the memorandum of Objects and Reasons for
the Bill for this Ordinance and of the Table of Correspondence
referred to therein is attached.

3. I am of opinion that this Ordinance is not contrary
to the Governor's Instructions and that it is one to which
His Excellency may properly assent in the name of His
Majesty and on His behalf.
